Each step is mapped with assigned roles, business rules, and process flows that account for remote geography and limited connectivity.
Institutional Roles, Governance, and Coordination
We clarify who is responsible for what, at which tier of government, and how they work together. This includes charting institutional mandates, crafting governance structures that respect traditional leadership alongside formal systems, specifying coordination mechanisms across ministries and provincial or island-level authorities, and establishing accountability frameworks.
Legal, Regulatory, and Safeguards Alignment
We examine and advise on the legal and regulatory foundations necessary for effective delivery, spanning eligibility rules, data protection and privacy provisions, grievance mechanisms, appeals processes, and safeguards for vulnerable populations including those in climate-exposed coastal areas and outer islands.
Public Finance and Budget Alignment
We assist Pacific governments in grasping the full cost of implementation and matching it to budget structures. This covers costing models calibrated for small economies, fiscal impact analysis, budget classification alignment, and guidance on financing strategies that account for donor funding cycles and climate adaptation budgets.
Evidence, Measurement, and Learning Design
